The Council for Local Government Analysis (RKA)

The Council for Local Government Analysis (RKA) is a non-profit organisation formed jointly by the State and the Swedish Association of Local Authorities and Regions (SALAR). The Council was set up on the basis of proposals presented in the Government-inquiry report Comparatively. Control and monitoring using key ratios/figures in municipalities and county councils (Jämförelsevis. Styrning och uppföljning med nyckeltal i kommuner och landsting SOU 2005:110). The Council started operations on 1 January 2006.

In addition to running and developing the Local Government Database (LGDB), the tasks of the Council include stimulating comparisons and supporting follow-ups of the attainment of objectives and of resource use in municipalities and county councils. The Local Government Database supplies key ratios for schools, health care and social services and provides the opportunity of following developments over time and making comparisons between municipalities and between county councils in our most important welfare services.

The Council is led by a Board consisting of representatives of the State and the Swedish Association of Local Authorities and Regions (SALAR). The Council has a Secretariat that handles day-to-day work.
