The Council for Local Government Analysis (RKA) is a non-profit organisation set up jointly by the Swedish State and the Swedish Association of Local Authorities and Regions (SALAR). The Council has the task of:

  • administering and developing the Local Government Database
  • promoting comparisons between municipalities and between county councils
  • promoting analyses of the operations and situation of municipalities and county councils
The Council started operations on 1 January 2006.

Size as a problem in local government finance - At the request of the Committee on Public Sector Responsibilities the Council has analysed the question of whether small municipalities have more difficulties than other municipalities in running cost-effective operations. When adjustments have been made for the effects of other cost-influencing factors than municipality size, there are no or very small cost differences left between municipalities of different sizes. The relatively high costs in many small municipalities are mainly due not to municipality size but to the fact that small municipalities are disadvantaged by other structural factors.

Networks for more efficient municipalities - The Council has been to Norway to see how they have organised the successful national benchmarking project conducted there. The report contains a concrete process description and concludes with comments on the possibilities and difficulties that can be seen for a possible adaptation of the method to Swedish conditions.
